Ground Beef and Vegetable Pie

8 large potatoes (half being prepared for another time)
1/3 cup milk or chicken broth
salt and pepper to taste
Peel and boil potatoes in salted water until fork tender; drain and mash adding a bit of milk or broth and correct seasoning.
1 pound lean ground beef
1 bell pepper, chopped
1 medium onion, chopped
1 cup tomatoes, drained and chopped
½ teaspoon oregano
salt and freshly ground pepper
1 cup frozen peas

Saute meat and vegetables, add seasonings, stir in peas. Pour into casserole dish and top with 1/2 mashed potatoes. Bake in 400 degree oven until potatoes start to brown, about 10 minutes. May top with cheese as it comes out of the oven. Allow to rest for 10 minutes before serving.
Elements may be made in advance and refrigerated. In this case, bring to room temperature and bake in 350 degree oven until hot and bubbly.
